The document that decides whether an FSSAI application from Bengaluru runs clean is the proof you hold over the premises. A registered rent agreement, a lease, or a khata or tax receipt where the property is owned, carrying the address exactly as it will be printed on the licence. Get that line wrong and everything downstream drifts. The address on the food licence stops matching the one on your GST registration and on the municipal file. Officers notice. So do bankers and the delivery platforms that ask for your 14 digit number.
Does your Bengaluru food business need a licence, or will basic registration do?
Start with turnover, because that is what the tier turns on. Nothing about your seating or your floor area moves the answer. The three tier structure and the bands behind it are set out in the full FSSAI registration process nationwide, which is the page to read before you decide.
Three things catch applicants here out.
- One premises, one number. A cloud kitchen at Indiranagar and a second unit at Jayanagar are two applications, and for the municipal layer they sit in two different city corporations.
- Food does not mean a restaurant. Storage, transport, repacking, a canteen run for your own staff and a nutraceutical line all sit inside the definition of a food business.
- The turnover that counts is food business turnover, not the company's total revenue, which usually puts a services firm with one canteen lower down the ladder than it expects.
If you are unsure which tier you belong in, that is what the first call settles. Applying under the wrong one wastes the government fee and the weeks that went with it.
What has to be ready before the FoSCoS form opens?
Collect the whole file before you open the portal. A half filled application that gets abandoned is harder to repair than one that was never started.
- Photo identity and a passport size photograph of whoever signs, with the name matching the constitution document letter for letter.
- Proof over the premises: the rent or lease agreement, or a khata or tax receipt where the property is owned, with the address written the way it will appear on the certificate.
- The constitution document itself, meaning the certificate of incorporation, the partnership deed, or the proprietor's own PAN.
- A product list written in the regulator's own categories rather than in menu names, which is where most first drafts get sent back.
- A layout plan and a water test report where anything is manufactured, processed or packed. That step slows a unit at Bommasandra or Peenya, not the form.
- The name of the person carrying food safety responsibility on the premises, plus a list of directors or partners.
Where your category asks for a local body no objection, the body is decided by the street address and not by the neighbourhood name. We confirm the corporation for your address on the Greater Bengaluru Authority Know Your Ward tool before we collect anything.
How does the filing actually run once you hand it over?
- We take the turnover figure, the product list and the premises papers, then settle the tier in writing before any government fee is paid.
- We prepare the application and its annexures, and check the address string against the lease, the GST registration and the municipal record so all of them read alike.

Most clients do nothing after the first step except send documents. Fifteen to thirty days is the honest range for a Bengaluru filing, and it stretches when a water test is still being arranged.
Which Karnataka authority holds your file, and what can it ask for later?
Food safety is a central regulator's business and FoSCoS is a national portal, so no address here changes where the application goes. Which officer inside Karnataka picks up a State licence file is not worth taking off a web page, and we confirm the current position before we submit. What is genuinely local is the layer sitting around the licence.

The trade licence is the one most food pages still get wrong. BBMP ceased to exist on 2 September 2025, and five city corporations took over under the Greater Bengaluru Governance Act, 2024 (Karnataka Act 36 of 2025). The licensing power sits in section 303, and section 305(2) addresses the application to the Commissioner of the City Corporation. The portal is still at trade.bbmpgov.in under old BBMP branding, so a reader who lands there meets a name that no longer belongs to a living body.
Two provisions repay reading before you sign a lease. Section 305(3) lets the licence be suspended or revoked while property tax or other dues on the premises stay unpaid. Section 306 lets the Commissioner seal premises used without one. The online declaration adds that the licence does not regularise unauthorised construction. It can also be cancelled where the premises violate zonal regulations under the Comprehensive Development Plan issued by the Bangalore Development Authority. Premises legality, not paperwork, is where these applications fail.
Electronic City is the exception every food page here should carry. Phases I to III form the e-City Industrial Township Area, run by ELCITA rather than by a corporation, and ELCITA renotifies its General Licence fee each March. Its notification requires food and beverage, hotel, boarding and lodging and paying guest operators to submit the food licence with the General Licence application. The food licence therefore has to come first. ELCITA also states that it will not issue a General Licence for trade units inside industrial or tech park campuses.
What does this cost, and when does it come round again?
Our fee starts at ₹999 and the usual run is 15 to 30 days. The government fee sits on top and moves with the tier and with the number of years you buy, which is why we settle the tier before anyone pays.
Renewal is where money leaks, because three clocks run at once and none of them keeps the same time.
- The food certificate runs for the number of years you chose, and letting it lapse puts you back where an unregistered business sits.
- The certificate under the Karnataka Shops and Commercial Establishments Act, 1961 is valid for five years under section 4(4). Renewal now runs on self certification and online payment rather than a fresh scrutiny.
- A trade licence here runs with the financial year and expires on 31 March. Renewal for the year ahead opens well before that, and a late fee applies once the renewal window closes. The exact window and any extension are set by circular each year, so we check the current circular before we file.
One more state item rides along. A business registered under the Karnataka Goods and Services Tax Act, 2017 owes a professional tax enrolment certificate at ₹2,500 a year, payable before 30 April where the enrolment already stands.
Who in Bengaluru is asking for this right now?
- An IT services and staffing company at Whitefield, in Bengaluru East City Corporation, that runs a canteen for its own employees. A client's audit team has just asked for its food licence number. The canteen is a food business whether the company runs it or a contractor does.
- A life sciences venture at Bommasandra taking a nutraceutical from the bench to a first commercial batch. Bommasandra sits outside all five Bengaluru city corporations, in Anekal taluk, so the municipal layer is answered from the address rather than the pin code.
- A cloud kitchen brand opening a second unit, discovering that the new address needs its own filing and its own municipal position.
- An importer of packaged food whose consignment waits because the licence names the wrong product category.
- A restaurant near Brigade Road whose certificate lapsed during the year the municipal map changed, and who now needs both filings put back in order.
