Delhi NCR is not one jurisdiction, so the answer depends on your exact address. Delhi splits into ROC Delhi-I (South Delhi) and ROC Delhi-II (Central Delhi). Gurugram and Faridabad fall under ROC Haryana, a single office headquartered at Chandigarh, which also hosts the Punjab and Haryana High Court and the NCLT Chandigarh Bench for these matters. Noida and Ghaziabad fall under ROC Uttar Pradesh-II, headquartered at Noida itself, with disputes going to the Allahabad High Court and NCLT Allahabad rather than anywhere in Delhi. This structure has been in force since 16 February 2026 under MCA notification S.O. 4850(E).
GST registration carries a different state code depending on where you sit: 07 for Delhi, 06 for Haryana, 09 for Uttar Pradesh, each administered by that state's own tax department. One genuine relief: none of Delhi, Haryana or Uttar Pradesh levies professional tax, so there is no PTEC, PTRC or similar registration to track anywhere in NCR. Municipal licensing splits four ways: the unified Municipal Corporation of Delhi, the Municipal Corporation of Gurugram, the Municipal Corporation of Faridabad, and Ghaziabad Nagar Nigam, while Noida and Greater Noida route approvals through the Noida Authority and GNIDA instead of an elected municipal body.

No. Unlike many other states, none of Delhi, Haryana or Uttar Pradesh levies professional tax at all. There is no registration, deduction or payment to track on this account anywhere in Delhi NCR, whether your business sits in Connaught Place, Gurugram, Noida or Ghaziabad.
This splits three ways and does not follow simple geography. Delhi NCT matters go to the Delhi High Court and NCLT New Delhi. Gurugram and Faridabad matters go to the Punjab and Haryana High Court at Chandigarh and NCLT Chandigarh, a move made back in 2017. Noida and Ghaziabad matters go to the Allahabad High Court and NCLT Allahabad, even though both towns sit physically close to Delhi. The correct answer depends on your exact location. Delhi runs the Delhi Shops and Establishments Act, 1954, plus a separate MCD trade licence for notified activities, or a New Delhi Municipal Council process if you sit in the NDMC area including Connaught Place. Gurugram and Faridabad run the Haryana-adapted Punjab Shops and Commercial Establishments Act, 1958, plus an MCG or MCF trade licence. Noida and Greater Noida route trade approvals through the Noida Authority or GNIDA rather than a municipal corporation, while Ghaziabad has an ordinary Ghaziabad Nagar Nigam. Uttar Pradesh runs its own Shops and Commercial Establishments Act, 1962, recently amended in 2025, with mandatory registration above 20 workers.
