FSSAI renewal is for a Bengaluru food business that already holds a certificate and is running down the validity on it. It is not the filing for a first time applicant, and it is not a modification. Moving premises, adding a product category or changing the proprietor is a separate application on the same portal, and burying one inside a renewal is how files come back. Renewal works the same way for a Basic registration held by a home kitchen in Jayanagar and for a State licence held by a restaurant group in Indiranagar. What changes in Bengaluru is not the FSSAI form. It is the municipal paperwork the certificate has to agree with.
Does your Bengaluru food premises need a renewal, or a different filing?
An FSSAI certificate attaches to a premises, not to a company. A brand with one kitchen in Indiranagar and a second counter in Jayanagar holds two certificates with two expiry dates, and each renews on its own clock. Owners often ask us to renew "the licence" when there are three of them in the drawer.
Renewal is the right filing where all of this still holds:
- the premises, the entity name and the food categories printed on the certificate are unchanged
- the certificate has only expired or is close to expiring, and has not been cancelled outright
- you are staying on the same tier, whether that is a registration or a State licence
- the address on the certificate still matches the address on your Karnataka municipal papers
If one of those has moved, you are looking at a modification or a fresh application. Address change is the common one in Bengaluru just now, because it drags the municipal record along behind it.
What has to be ready before we open FoSCoS?
Renewals come apart on mismatched paperwork far more often than on anything to do with food. The address, the entity name and the description of the premises have to read the same on every document attached. Pull these together first:
- the current FSSAI certificate, carrying the licence number and the exact expiry date
- photo identity and address proof for the proprietor, the partners or the directors named on it
- proof of the premises, meaning the rental agreement or the ownership document for that address
- the municipal permission for the same address, a trade licence across most of Bengaluru and an ELCITA General Licence inside the Electronic City township
- the Shops and Commercial Establishments certificate generated on e-Karmika, where the establishment holds one
- for a State licence, the premises layout and the current list of food categories handled
One check there is peculiar to this city. Receipts issued before 2 September 2025 carry the BBMP name, and anything issued since names one of five city corporations. Nothing is invalidated by that. Two names in one bundle still read oddly, so we explain the change in the covering note.
How does a Bengaluru renewal run once you hand it over?
The FSSAI side is online from start to finish and there is no counter anywhere to attend.
- We read the certificate, settle the tier and the expiry date, and tell you which window you are in.
- We reconcile the premises documents against the address on the certificate, municipal permission included.
- We file the renewal on the FoSCoS portal and pay the government fee for the number of years you pick.
- We answer whatever query comes back, including a demand for a fresh premises document.
- We hand over the renewed certificate with a diary note for the next expiry date.
Where a query asks for a municipal permission that has itself lapsed, the renewal stalls until that is repaired. That is why the reconciliation sits at step two and not at step four.
Which authority ends up holding your file, and what can it ask for later?
Food licensing runs on a central statute and the certificate is issued through FoSCoS, so the food half of the file never sits in a Karnataka office you could walk into. We publish no routing for the Karnataka state licensing authority. The department's own position on it could not be confirmed from a primary source, so we check it before filing rather than repeat what other pages print. What is genuinely local is the permission stack built around the certificate.

Two of those rows bite. Section 303 of the Greater Bengaluru Governance Act, 2024 puts the power to licence a trade with the Commissioner of a City Corporation, and section 305(2) addresses the application to that Commissioner. Which of the five it is depends on the street, not on the neighbourhood name. Cox Town and Frazer Town are next to each other in two different corporations. We settle the address on the government's own Check Your New City Corporation and Ward tool before filing anything municipal.
Section 305(3) allows a trade licence to be suspended or revoked while property tax or other dues stay unpaid, and section 306 allows premises used without one to be sealed. The online declaration is blunter still. A trade licence does not regularise unauthorised construction or a breach of building bye laws. It can be cancelled where the premises break zonal regulations under the Comprehensive Development Plan issued by the Bangalore Development Authority. Premises legality, rather than paperwork, is where Bengaluru food files usually fail.
Electronic City is different again. Phases I, II and III form an industrial township area run by ELCITA, so the instrument there is an ELCITA General Licence and not a city corporation trade licence. A food and beverage operator has to submit the FSSAI licence along with that application, so a lapsed certificate holds up two filings rather than one. Trade units inside a tech park campus are outside the General Licence altogether.
What does the renewal cost in Bengaluru, and when does it come round again?
Our fee starts at ₹999. The FSSAI government fee turns on the tier and on how many years you renew for. You fix that period when the application goes in, so the real question is how long you expect to hold the premises.
The charges sitting around it are Karnataka's, and each runs on its own calendar:
- the trade licence fee comes from each corporation's own schedule by trade and premises, so we confirm the current figure before filing instead of quoting one here
- the ELCITA General Licence fee is built on trade category and floor area, and is renotified every March for the financial year ahead
- Shops and Commercial Establishments registration costs ₹405 where you employ nobody and ₹810 for one to nine employees, and the certificate runs five years
- a Karnataka GST registration by itself carries the ₹2,500 profession tax enrolment, and each additional place of business counts separately
A Bengaluru trade licence runs with the financial year and expires on 31 March; renewal for the year ahead opens well before that, and a late fee applies once the renewal window closes. The exact window and any extension are set by circular each year, so we check the current circular before we file. Who in Bengaluru is renewing a food certificate right now?
- A restaurant and cloud kitchen brand in Indiranagar with a second outlet in Jayanagar, holding two certificates on two dates across two different city corporations.
- A home baker in Jayanagar on a Basic registration, renewing for the full five years because that kitchen is not going anywhere.
- An aerospace components and testing venture in Yelahanka that feeds its people from a staff canteen, where the canteen certificate is the one nobody diarised.
- A cafe operator inside the Electronic City township, whose ELCITA General Licence will not move until the food certificate is current again.
