My FSSAI certificate expires next month, so who in Pune actually takes the renewal? FDA Maharashtra does, through its Pune Division under a Joint Commissioner (Regional), and the file itself is lodged online on the FoSCoS portal. A Pune food business deals with that division rather than the Mumbai headquarters. Registrations and State licences are state administered, while a Central licence is dealt with by FSSAI. None of that changes between Baner and Hadapsar. What does change is the stack of local approvals sitting next to the FSSAI certificate.
What do you have to settle before the renewal goes in?
Three things, and the FSSAI form is none of them.
First, the premises. A certificate is tied to an address, so if the kitchen moved you are filing a modification, not a renewal. Second, the name on the certificate. A trust, a company or a proprietor holds it in its own name, and a change of constitution is not something a renewal application can absorb. Third, the food product list, which drifts quietly as a menu changes.
Get those three wrong and the renewal comes back as a query. That costs you the one thing a renewal window never gives back, which is time. An application made after the certificate has lapsed carries a late fee of ₹100 for every day, so the calendar matters more here than the paperwork does.
Which Pune food businesses have to renew, and which do not?
- A corporate services office in Kharadi running a staff cafeteria on leased premises. The registration sits against the premises, so the renewal term and the leave and licence term should be read together before you pick a number of years.
- A public trust in Camp running a community kitchen or a hostel mess. The trust is the food business operator, so the certificate renews in the trust's name and any change of trustees is reported separately.
- Cafes in Koregaon Park, bakeries in Baner, cloud kitchens in Wakad and canteen contractors feeding units at Chakan. Each renews its own FoSCoS entry, one for each premises.
Now the correction nobody sells you. A Pune office, IT services company or consultancy that handles no food has nothing to renew here, and it needs no municipal trade licence either. Chapter XVIII of Schedule D to the Maharashtra Municipal Corporations Act 1949 is a closed list of articles, animals and named trades, and an ordinary office is simply not on it.
Which authority renews your licence, and does your address sit with PMC or PCMC?
The FSSAI answer does not move with the ward. Every other approval on a food premises does.
Pune offers four possible answers. Inside Pune Municipal Corporation limits the licensing body is PMC. Inside Pimpri Chinchwad Municipal Corporation limits it is PCMC. Inside a cantonment it is the Cantonment Board, and three of them sit here: Pune Cantonment, Khadki (Kirkee) and Dehu Road. The fourth answer is the wider metropolitan region, where planning and building sit with PMRDA and no corporation exists to grant a section 376 licence at all.
That distinction is not academic. A restaurant in Camp is inside Pune Cantonment and licensed by the Board under section 277 of the Cantonments Act 2006, an Act of Parliament administered through the Ministry of Defence, and it applies on eChhawani. The same restaurant a few hundred metres away in Koregaon Park is inside PMC, licensed by the Municipal Commissioner under section 376 of the state Act, through services.pmc.gov.in. Two doors a few hundred metres apart, and the statute, the licensing body, the validity rule and the portal are all different.
That Schedule D list carries keeping of eating houses on it, which is why a restaurant counts among the few Pune businesses that genuinely do need a section 376 licence. PMC also issues its own health NOC for food premises alongside the FSSAI licence, and we sequence the two. Parts of Camp, Khadki and Dehu Road are cantonment areas rather than municipal areas, so we confirm from the address which body applies.
What does the renewal cost in Pune, and what paperwork goes with it?

How long does the renewed licence run, and what falls due alongside it?
You choose the term when you renew, up to five years, and the new expiry prints on the face of the certificate. A longer term costs more up front and removes an annual scramble.
The renewals sitting beside it follow their own clocks, and this is where Pune food businesses get caught out.
- A Shops and Establishments certificate is capped at ten years. Renewal is applied for online not less than thirty days before expiry, with a late window of thirty days after it on payment of an additional fee equal to half the renewal fee.
- A PMC or PCMC licence carries its own period and its own renewal date on the face of the document. Section 386 is worth knowing here: apply by that date and you may act as if the licence were renewed while the file sits with the corporation.
- A cantonment licence expires at the end of the year in which it was issued, so one taken in November runs out that December. Penalties under the Cantonments Act were recast from fine to penalty with effect from 22 May 2026.
- A fire safety approval brings a rhythm of its own, including a compliance certificate from a Licensed Agency and maintenance certificates twice a year, in January and July.
