The classic Mumbai DSC mistake is sequence. A founder in Powai gets the company name approved, collects the registered office proof and drafts the capital table. Only then comes the discovery: SPICe+ cannot be submitted, because no proposed director holds a valid Class 3 digital signature certificate. Running companies make the same error in reverse, leaving the token forgotten in a drawer until DIR-3 KYC season, long expired. The fix costs ₹1,999 and takes 1 to 2 working days, fully online. Which registrar will your new DSC actually sign to?
Since 16 February 2026, Mumbai company filings split between two offices. ROC Mumbai-I at Mumbai reviews companies whose registered office sits in Mumbai City or Mumbai Suburban district, which together make up exactly Greater Mumbai, the BMC area. ROC Mumbai-II at Navi Mumbai reviews the other eight districts: Chhatrapati Sambhajinagar, Dhule, Jalgaon, Nandurbar, Nashik, Palghar, Raigad and Thane. An office in Andheri East therefore answers to Mumbai-I, while Vashi, Thane, Kalyan, Bhiwandi and Panvel all answer to Mumbai-II.
Your DSC is indifferent to all of this. The certificate is issued to a person, proves who signed, and works identically whichever registrar opens the form on MCA V3. What the split changes is where your signed SPICe+, AOC-4 or MGT-7 lands for review, and which office raises the query when something is off. Plenty of older guides still describe a single ROC Mumbai. File on that assumption and your form reaches the wrong desk. The incorporation certificate, once it arrives, carries the MH state code in the CIN either way.
What does a Class 3 DSC cost in Mumbai?

Who is applying for DSCs in Mumbai right now?
Four applications cross our desk more than any others:
- Founders incorporating. The Powai SaaS founder above is typical: every proposed director needs a Class 3 DSC before SPICe+ goes in, and the same tokens sign INC-20A a few weeks later.
- Food businesses formalising. A cloud kitchen operator in Andheri West moving from proprietorship to a private limited company needs the DSC for incorporation, then for GST work on a Maharashtra GSTIN beginning with 27.
- Exporters and importers. Container trade through JNPT at Nhava Sheva keeps demand for the DGFT variant high across Navi Mumbai and the harbour belt, since DGFT portal filings need their own certificate type.
- Professionals. Practising CAs and company secretaries around Fort and Nariman Point sign audit reports and certifications with personal DSCs, renewing on a 2 year rhythm.
Which documents does a DSC application need?
For an individual certificate, four things:
- PAN card of the applicant, matching the name the certificate will carry
- Aadhaar card, with the mobile number linked to it available for OTP
- One recent passport size photograph in digital form
- A working email address and phone number for the verification step
An organisation DSC adds the entity PAN, the certificate of incorporation and an authorisation letter naming the signatory. Nothing is notarised, and nothing travels by courier except the token itself. The most common failure point is a mobile number that is not actually linked to Aadhaar, so we test that on day one.
How does the DSC process run from Mumbai?
- Share and check. You send PAN, Aadhaar and the photograph over email or WhatsApp, and we review them the same day, because a name mismatch caught now saves a rejection later.
- Record the video. The certifying authority requires a short identity video, and we tell you exactly what to say and show. Unguided applicants fail here more than anywhere else.
- Issuance. Once verification clears, the certifying authority issues the Class 3 certificate, typically within 1 to 2 working days of a clean application.

What will your DSC sign in the first weeks?
For a new company the token earns its keep immediately. INC-20A, the declaration that business has commenced, carries a DSC signature. GST registration usually follows, and return cycles such as GSTR-1 and GSTR-3B use the certificate where the portal calls for one. Then come the annual rhythms: DIR-3 KYC for every director, AOC-4 and MGT-7 when the first accounts fall due.
The Maharashtra layer runs in parallel and mostly does not touch the token. Every Maharashtra company takes PTEC on incorporation, a flat ₹2,500 a year administered on mahagst.gov.in, and each director carries a personal PTEC besides. An establishment below 20 workers files a shops and establishments intimation with the municipal corporation for its premises.
