Which plan does the bank actually want, and does the same file work for an investor? Not the same file: one financial model underneath, two documents over it, delivered in 5 to 7 days from ₹9,999. A lender opens at the repayment schedule and at the security cover. An investor opens at the market and at the people running it. Both then read the same three year projections, and in Maharashtra those projections carry cost lines that a national template quietly leaves out.
Which decision has to be settled before the first page is written?
The purpose comes first, because the purpose changes the document, and four of them account for almost every enquiry we take in Pune.
- A term loan or a working capital limit, where the branch reads repayment capacity before it reads anything else
- An equity round, where the market section and the founding team carry most of the weight
- A Startup India or DPIIT filing, where the business model and the innovation have to be legible to a reviewer
- A state scheme application, common where the unit sits in an MIDC area such as Chakan or Talegaon, and the plan has to agree with the department's own forms
The second decision is the entity the plan describes. A proprietorship, an LLP and a private limited company produce three different tax lines and three different compliance costs, so the model has to know which one it is forecasting. If the entity does not exist yet, we settle that before a single number is typed, and come back to the filing office lower down this page.
What does a Pune applicant have to put together?
You do not write anything yourself, and what we need from you is raw material: six things move the work fastest.
Your last two financial years if the business is trading, or a costing sheet if it is not. Your pricing and your unit cost, per product or per hour. A headcount plan by month, because payroll is where the Maharashtra cost lines enter the model. Your premises position, whether owned, leased or held on a leave and licence agreement. The sanction letter, term sheet or scheme circular you are answering, if there is one. And your real deadline, because a sanction date decides how we sequence the draft.

The ₹9,999 is our fee for the plan. The lines under it are not ours at all, and they are what the business itself pays in Maharashtra during its first year. A plan that omits them understates the cash burn in exactly the quarter a lender is watching. We put them inside the model rather than in a footnote at the back.
How the work runs, step by step
- Scoping call on day one, where we establish who reads the plan and what that reader has already asked for in writing.
- Assumptions locked on day one to two. Pricing, unit cost, headcount and capital spend go into one sheet you sign off before drafting starts.
- Market and model built on day two to four, with sector sizing, competitor mapping and a three statement projection carrying the state cost lines.
- Narrative drafted on day four to six. The executive summary is written last, because it summarises numbers that are already settled.
- Review and one revision round on day six to seven, then the final file in PDF and in an editable format.
Which office receives the filings the plan assumes?
The plan itself is filed nowhere, but the filings it assumes are another matter, and this is where a Pune address begins to decide things.
A company or LLP whose registered office is in Pune district is filed on the MCA portal, and its file sits with ROC Pune. ROC Pune predates the February 2026 restructuring and continues under its existing establishment. The district lists in that exercise covered Maharashtra's other registrars alone, and ROC Pune was left as it stood, so a Pune company has not moved. The CIN carries the state code MH, and we confirm the registrar for your specific address before anything is filed.
A partnership is a different counter altogether. The Deputy Registrar of Firms at Pune takes that filing, covering Pune, Satara, Sangli, Kolhapur, Solapur and Ahilyanagar, and registration is online in Form A. So a Pimpri firm converting into a company deals with two separate offices in the same year, and the funding timeline in the plan should say so.
What does a new Pune entity owe in its first months?
This is the section most plans skip, and it is the one a credit officer notices. A company incorporated in Maharashtra takes its profession tax enrolment and its employer certificate at the time of incorporation. So PTEC at ₹2,500 a year is a year one cost, due on or before 31 March. Once there is payroll, PTRC deductions run at ₹200 a month for each employee above the slab, with ₹300 in February. The exemption threshold matters here too: no deduction applies to a woman drawing ₹25,000 a month or less, so a practice staffed mostly by women shows a visibly lighter payroll line.
Registration under the Maharashtra Shops and Establishments Act 2017 is made online to the Facilitator of the local area, within sixty days of the establishment commencing business. Maharashtra raised the Shops Act registration threshold to twenty workers with effect from 1 October 2025. Stay under that mark and the establishment only lodges an intimation, with no certificate issued to it. We read your own headcount against the rule standing on the day the filing goes in, so the plan budgets for the right one.
Then there is the hiring curve itself, where provident fund coverage starts at twenty employees and state insurance at ten, which is the opposite order to the one founders expect. A plan showing headcount move from eight to twenty five in year two crosses both thresholds inside that single jump, and the employer contribution belongs in the model from the month it begins.
