₹2,500. That is the most profession tax West Bengal can collect from any one person in a year. The money is small. The certificate, though, is one every Kolkata employer must hold, and most national guides skip it because Delhi and several other states do not levy the tax at all. Do you need profession tax registration in Kolkata?
Yes, if either of these applies:
- You employ salaried staff at any premises in Kolkata or elsewhere in West Bengal, which makes you an employer who must hold a registration certificate and deduct the tax from salaries
- You carry on a trade, profession or business in the state, which makes you a person who must hold an enrolment certificate and pay your own annual amount
A Bantala leather exporter with 30 workers needs both. A diagnostics entrepreneur opening a lab on EM Bypass with 12 staff needs both. A freelance architect in Jadavpur with no employees needs enrolment only. There is no turnover threshold on the employer side: the first salaried hire triggers it.
How does profession tax work for a Kolkata business?
The levy comes from the West Bengal State Tax on Professions, Trades, Callings and Employments Act, 1979. It runs on two tracks that are easy to confuse:
- Registration certificate (employer): you deduct profession tax from each employee's monthly salary according to the state's slabs, deposit it, and file the periodic return.
- Enrolment certificate (the business or professional itself): the company, firm, proprietor, partner or professional pays its own annual amount.
The constitutional ceiling is ₹2,500 per person per year. On salaries, the lowest earners pay nothing and the deductions rise through slabs that top out at ₹200 a month for the highest band. Who is your tax officer in Kolkata?
Profession tax is a state tax, so it sits with the Directorate of Commercial Taxes, West Bengal, the same directorate that handles state GST and runs wbcomtax.gov.in. Applications, payments and returns go through the state's profession tax portal. You do not visit the directorate's office in the Beliaghata area for registration; the certificate is issued online and downloaded.
This is a different authority from the central GST officer who may handle your GST file, and a different authority again from the Kolkata Municipal Corporation that issues your Certificate of Enlistment. What does the file contain?
- PAN of the business and of the proprietor, partners or directors
- Constitution proof: incorporation certificate, LLP agreement, partnership deed or, for a proprietor, the GST or Udyam certificate
- Address proof of the Kolkata premises, such as the rent agreement or electricity bill
- Employee list with designations, monthly salaries and joining dates
- Bank account details and a cancelled cheque
- Authorised signatory identity proof and a photograph
The employee list is the document that changes the outcome, because it sets the deduction map. A Bantala unit with a mix of daily wage and salaried staff needs the two groups separated before filing.
What deadlines apply?
- Registration: apply as soon as the first salaried employee joins, not at the end of the quarter
- Enrolment: at the start of the business or profession in West Bengal
- Monthly deposit of deducted tax and the periodic return, per the state schedule we hand you
- Annual enrolment payment by the annual due date set by the state

Why does West Bengal profession tax surprise businesses moving to Kolkata?
Because it does not exist everywhere. A founder relocating a team from Delhi, where no profession tax is levied, hires 10 people in Salt Lake Sector V and runs payroll the way the old accountant did. The missing deduction surfaces at the first state query.
