No office in Mumbai issues an ISO certificate. Not the BMC, not FDA Maharashtra, not the state industries department, not the Ministry of MSME. ISO 9001, ISO 22000, ISO 27001 and the rest are certified by private certification bodies working under accreditation. The body you sign with runs the audit regardless of which ward or district your premises fall in. That one fact should change how a Mumbai business shops for it. There is no form to file, no counter to visit and no government fee. Only two things decide what the certificate is worth: the accreditation behind it, and whether your documented system survives an auditor. What exactly is ISO certification, and does any Mumbai authority own it?
ISO publishes the standards. It does not certify anyone. A certification body audits your management system against the standard and issues a certificate in its own name. That body should itself be accredited, with the accreditation traceable to a member of the International Accreditation Forum, the IAF. Everything a tender committee or an overseas buyer checks sits in that chain: the standard, the body, the accreditation mark, the certificate number.

What goes wrong when Mumbai businesses delay ISO or buy it blind?
We see the same five errors on repeat, and four of them cost more than the certificate.
- Buying a certificate from an unaccredited mill. A logistics tender committee runs the certificate number, finds no accreditation behind it, and the bid is out on eligibility before pricing is opened.
- Treating ISO 22000 as a food licence. A cloud kitchen in Andheri West holds ISO 22000 and assumes FSSAI is covered. It is not. FSSAI comes through FDA Maharashtra and is statutory; ISO is voluntary, and the auditor will ask for the FSSAI licence anyway.
- Booking the audit before the system has run. If your procedures were written last week there are no records, and every clause that asks for evidence turns into a nonconformity.
- Getting the wrong standard. A Powai IT firm asked by a client for ISO 27001 turns up with ISO 9001 and starts again.
- Missing surveillance. The certificate runs three years with audits in years one and two; skip one and the body can suspend it, usually in the month a tender needs it.
Delay has a quieter cost. Aggregator onboarding, supplier qualification and PSU tender windows close on fixed dates, and 30 to 45 days cannot be compressed into a week because a deadline appeared.
What does ISO certification cost in Mumbai, and what paperwork does the auditor want?

- Entity proof: certificate of incorporation, partnership deed or proprietorship registration, with PAN and GSTIN.
- Statutory licences for your trade: FSSAI for food, the Gumasta intimation receipt or registration certificate, and the section 394 trade licence where your trade needs one.
- An organisation chart and a list of the processes you actually run at each site.
- Existing procedures, formats and records, however informal, including customer complaints and supplier lists.
Who is asking for ISO across the Mumbai metropolitan region?
The demand is specific, and it comes from customers rather than from any regulator.
- Cloud kitchen operators in Andheri West running several brands from one kitchen. Aggregator category teams and corporate catering buyers increasingly want ISO 22000 on top of FSSAI, and the hazard analysis discipline pays for itself when one kitchen feeds five menus.
- Warehousing and logistics operators in Bhiwandi bidding for shipper contracts and PSU logistics tenders, where ISO 9001 sits on the eligibility checklist next to Udyam registration.
- Gems, jewellery and electronics exporters in SEEPZ and the wider MIDC Andheri belt, whose overseas buyers run supplier qualification that asks for ISO 9001 and, for some markets, ISO 14001.

If your customers have not asked yet, that is worth knowing before you spend. ISO earns its cost when a buyer, a tender or a bank has made it a condition.

Inside Greater Mumbai, both the Gumasta and the section 394 trade licence come from the BMC, through different departments: the Shops and Establishments machinery for the first, the ward Licence Department for the second. A consultancy office does not need the trade licence at all; a warehouse keeping specified articles under Schedule M might. In Navi Mumbai the NMMC takes over. Thane premises answer to Thane Municipal Corporation, Kalyan and Dombivli to KDMC, and Bhiwandi, Panvel and the Vasai Virar and Mira Bhayandar belts each have a corporation of their own.

Where do Udyam and MSME fit alongside ISO?
Udyam registration is the government registration, free and online, and it is what identifies you as a micro, small or medium enterprise. ISO is the private certification. Tender checklists in the region tend to ask for both, which is why logistics and export units usually complete Udyam first and ISO second.
