₹7,999 is the professional fee for registering an NGO in Mumbai with LegalX India. It buys structure advisory, drafting of the deed or memorandum, the registration filing, PAN and TAN, and guidance on 12AB and 80G. The structures themselves are compared at length in our complete NGO registration guide for India. What that guide cannot decide for you is where a Mumbai file actually goes. Maharashtra runs a charity regime most Indian states do not have, and it reshapes the plan from the very first document.
Which authority will your Mumbai NGO actually answer to?
Every generic guide stops at trust, society or Section 8 company. The sharper question here is which of three authorities takes your file, because each path lands on a different desk.
- A public trust registers with the Charity Commissioner under the Maharashtra Public Trusts Act, 1950 and enters the Register of Public Trusts. Registration is compulsory for a charitable trust operating in this state, not a nice extra. City files sit with the Greater Mumbai region of the Charity Commissioner organisation, served online through charity.maharashtra.gov.in.
- A society carries dual registration. The 1950 Act sweeps registered societies into its definition of a public trust, so a Mumbai society files with the Registrar of Societies machinery and with the Charity Commissioner. A society that stops after its Societies Registration Act, 1860 step is incomplete in Maharashtra.
- A Section 8 company files with the Registrar of Companies, and since 16 February 2026 that is a split jurisdiction. A registered office in the districts of Mumbai City or Mumbai Suburban, which together make up Greater Mumbai, files with ROC Mumbai-I. An office in Thane, Palghar, Raigad, Nashik, Jalgaon, Dhule, Nandurbar or Chhatrapati Sambhajinagar files with ROC Mumbai-II at Navi Mumbai.
Plenty of older guides still describe a single ROC Mumbai and skip the Charity Commissioner step entirely. Both errors cost weeks, and the second can cost a grant cycle.
What does NGO registration cost in Mumbai?
The professional fee starts at ₹7,999 whichever structure you pick. The government side is where the city differs, and it is also where careless pages invent numbers. Stamp duty in Maharashtra depends on the instrument and value; we compute the exact figure before execution. Quoting a fixed number for your deed here would just be guessing.
| Cost head | Applies to | What to budget |
|---|---|---|
| LegalX India professional fee | Trust, society or Section 8 | Starts at ₹7,999 |
| Stamp duty on the trust deed | Public trusts | Computed before execution under the Maharashtra Stamp Act |
| Charity Commissioner filing fees | Trusts and societies | Confirmed in writing before submission |
| MCA charges on SPICe+ | Section 8 companies | Shown on the MCA V3 portal at filing |
| PTEC enrolment | Section 8 companies | ₹2,500 a year |
The last row surprises founders. A Section 8 company is still a company, so it takes PTEC on incorporation and pays ₹2,500 a year, and each director carries a personal enrolment besides. Budget for it from week one rather than meeting it later as a notice.
Who is setting up NGOs across the city right now?
Four callers we hear from every month:
- A founder in Dadar moving ten years of informal education work into a structure that can sign a lease, hold funds and receive CSR money.
- A film and media production house in Goregaon building a foundation to run its outreach and training programmes at arm's length from the studio.
- A residents' collective in Chembur registering as a society, then discovering the Charity Commissioner step nobody had mentioned to them.
- A consulting team in BKC choosing a Section 8 company because corporate donors ask for that structure before committing CSR budgets.
The Dadar pattern is the most common, and structure choice matters most there. Education work that may one day seek foreign grants gets steered differently from a purely local community fund, which is exactly what the first call settles.
What documents does the file need?
Identity papers are the easy half: PAN, Aadhaar and photographs of every trustee, member or director, along with a clear statement of objects. The premises proof is the half that stalls Mumbai files. Many city offices run on leave and licence terms, and Maharashtra makes those agreements compulsorily registrable, with the obligation on the landlord. A registered agreement plus the licensor's NOC reads far cleaner to every authority than an unregistered set. For a Section 8 company, add digital signatures for the proposed directors; the filing itself never requires a counter visit.
How does the registration run, step by step?
- Structure call: we map objectives, funding sources and any plans for foreign contributions, then recommend trust, society or Section 8 company with reasons you can challenge.
- Drafting: the trust deed or the memorandum and rules take shape, and any stamp duty is computed and paid electronically through GRAS before execution.
- Filing: trust and society papers go to the Charity Commissioner's Greater Mumbai region, while a Section 8 company files SPICe+ on the MCA V3 portal.
- Certificate: the trust enters the Register of Public Trusts, or the company arrives with a CIN carrying the MH state code.
- Follow through: PAN, TAN, bank account support and the 12AB and 80G applications on the income tax e-filing portal.
Most files complete in 15 to 20 days. The Charity Commissioner leg moves at its own pace, which is one reason we sequence the deed, the registration and the application in the right order for your case.
What does a new NGO here owe in its first weeks?
Registration starts the compliance clock rather than stopping it.
- 12AB and 80G sit with the jurisdictional Commissioner of Income Tax (Exemptions), and Mumbai has one. File Form 10A on the e-filing portal early, because serious donors ask for both approvals before writing a cheque.
- A Section 8 company takes its PTEC promptly and pays ₹2,500 for the year, and each director needs a personal enrolment as well. An NGO that hires staff adds PTRC on the employer side.
- A trust reports every later change in trustees or property to the Charity Commissioner through a change report. Let those lapse and the Register entry goes stale, which surfaces during bank or donor diligence at the worst moment.
