Startup India recognition runs on a clock. DPIIT recognises an entity only within 10 years of incorporation, with turnover under ₹100 crore in every financial year. The three year tax holiday under Section 80-IAC has to fit inside that same window, so every quarter a founder waits is benefit runway burned for nothing. The filing itself is fast, typically 1 to 2 working days for a clean application, which makes delay the only expensive part. Which registrar sits underneath your DPIIT application?
Recognition is a certificate about a company that already exists on MCA's books, and in Mumbai those books split on 16 February 2026. ROC Mumbai-I at Mumbai now holds companies whose registered office sits in Mumbai City or Mumbai Suburban district, which together are exactly the BMC area. ROC Mumbai-II at Navi Mumbai holds the other eight districts: Chhatrapati Sambhajinagar, Dhule, Jalgaon, Nandurbar, Nashik, Palghar, Raigad and Thane. A Powai or Lower Parel startup therefore answers to Mumbai-I, while a founder working out of Vasai Virar or Panvel answers to Mumbai-II.
None of this changes where the DPIIT form goes, it is a national portal, but the application leans on your certificate of incorporation and your CIN, which for a Maharashtra company carries the state code MH. If the master data on MCA V3 is stale, say an office that moved from Mulund to Thane without the record catching up, the mismatch surfaces at review. We reconcile the registrar's record with the application before DPIIT reads either.
What does Startup India registration cost in Mumbai?
The government charges nothing for recognition, which surprises founders who assume a scheme this generous must have a fee gate. What you actually pay for is drafting and follow through. The state then adds standing costs of its own that have nothing to do with DPIIT but catch new Mumbai companies anyway.

That last row deserves a sentence. PTEC is the company's own annual enrolment, and each director holds an individual one besides; it sits on the state's mahagst.gov.in system and has no connection to your recognition. It is simply the first state obligation new Mumbai companies miss.

The list is short but the weighting is lopsided. The incorporation certificate, company PAN and director details establish the facts; the innovation note decides the outcome. Reviewers want a plain account of what is new or scalable in the model, and vague drafts are the single biggest reason files stall.

What does your Mumbai company still owe after recognition?
A DPIIT certificate improves your national tax and compliance posture, but it cancels nothing in the Maharashtra stack. The state layer runs on its own portals and its own logic, and this is where newly recognised founders slip most often.
Profession tax comes first. The company enrols for PTEC and pays ₹2,500 a year, with no return to file, and every director carries a personal enrolment in individual capacity. PTRC is the separate employer side certificate that starts mattering once you run payroll: ₹200 a month is deducted from qualifying salaries, ₹300 in February. Women earning up to ₹25,000 a month are exempt from that deduction.
The shops and establishments side follows the premises. Below 20 workers a Mumbai establishment files an intimation of commencement and receives a receipt; from 20 workers up it applies for registration in Form A. Outside the BMC area the same rules run through the local body, Thane Municipal Corporation or NMMC for instance.
GST is the third rail for sellers. A goods business crosses the registration threshold at ₹40 lakh turnover, services at ₹20 lakh, and every Maharashtra GSTIN begins with 27. Registration on gst.gov.in itself costs nothing; what needs care here is the principal place of business proof, since so many premises run on leave and licence agreements where the licensor's NOC has to line up. A Lower Parel label pushing volume through marketplaces usually needs GST long before the tax holiday question arises.
