Which Mumbai authority actually owns the trade license?
Inside Greater Mumbai the license comes from the Municipal Corporation of Greater Mumbai, the body everyone calls the BMC, through its License Department working at ward level. The legal source is section 394 of the Mumbai Municipal Corporation Act, 1888 read with Schedule M, while the Gumasta rests on the Maharashtra Shops and Establishments Act, 2017 instead.
That schedule is the whole story. It lists the articles you cannot store, the animals you cannot keep and the trades you cannot carry on without the corporation's permission, because they carry risk to life, health or property. If your activity sits in the schedule, you need the license. If it does not, you do not, whatever a generic checklist told you. The trade license and the Gumasta live inside the same corporation, under different departments and different statutes, which is exactly why so many owners mix them up. What goes wrong when Mumbai businesses put this off?
The License Department sees the same four mistakes on repeat, and each one costs more than the ₹799 it takes to avoid them.
- Filing with the wrong corporation. A Mira Road unit does not belong at a BMC ward office, yet applications drift there because most guides describe one city and one authority.
- Treating the Gumasta paper as full municipal cover. The shops registration says your establishment exists. It says nothing about stored articles or risky processes at the address.
- Running an activity that Schedule M covers with no license behind it. That invites notices and penalties from the ward office, usually at the worst possible moment.
- Missing renewal. The license runs yearly with a 2 year option, and an expired license reads the same as no license to an inspecting officer.

Who needs the license across the metro region?
The honest answer is a narrower group than the internet suggests. These are the files we actually see:
- A D2C fashion seller in Lower Parel who cuts, presses and packs stock in the same unit. Whether the stored articles fall in Schedule M decides the application, so we check the schedule against the stock list before anything is filed.
- An eating house near Crawford Market, where the trade side of the kitchen sits with the corporation while food safety sits with FDA Maharashtra.
- A gems and jewellery exporter in SEEPZ at Andheri East running plating or polishing processes that need checking against the schedule.
- A trader in Zaveri Bazaar holding stock well beyond the counter, where storage rather than selling is what triggers the question.
