Sign a leave and licence agreement for an office in Kharadi, hand the keys over and leave the paper unregistered, and the breach sits with the landlord. Leave and licence agreements are compulsorily registrable in Maharashtra under section 55 of the Maharashtra Rent Control Act 1999, with the registration obligation on the landlord, and the Act makes non registration an offence for the landlord. There is no eleven month exemption, whatever the last agreement you signed said. The correction is cheap and dull. Decide while the document is being drafted which instrument gets stamped, which gets registered and who pays for each, so nothing has to be repaired after signature. What has to be settled before anyone drafts your agreement?
The writing is the quick part. What takes the time is pinning down five decisions that both sides usually leave vague until the day they matter.
- What the instrument actually is, because a licence, a lease and a sale are different documents and are not stamped alike.
- Who signs for each side, and whether a board authority or a partner's authority stands behind that signature.
- The money written as dates and figures rather than adjectives: what is due, on which day, and what a delay costs.
- Whether the document has to be registered at all, which for a Maharashtra leave and licence it does.
- Who bears the stamp duty and the registration cost, because silence on that becomes the first argument you have.

Not everything you sign needs an instrument of its own. A purchase order raised under a master agreement already signed is governed by that agreement, and a renewal on identical terms is usually a short addendum rather than a fresh deed. Which office takes the document, and does your address register in Pune City or Pune Rural?
The head office of the Inspector General of Registration and Controller of Stamps, Maharashtra State, is at Pune. That officer heads the registration machinery for the whole state and is the Chief Controlling Revenue Authority under the Stamp Act, with eight regional divisions and 517 sub registrar offices under him.
Pune is split into two registration districts, Pune City and Pune Rural, each with its own Joint District Registrar. Every sub registrar office in Pune City is named Haveli, numbered Haveli No. 1 to Haveli No. 27, each styled Joint Sub Registrar. There is no office called Sub Registrar Pune, so a street name on its own never answers the question. Pune Rural has its own set of 22 offices, so a Hinjawadi, Chakan or Talegaon property does not register at a Haveli office. Stamping belongs before execution rather than after it, and the sequence matters as much as the amount. Where the premises are your principal place of business, registration follows: a registered leave and licence agreement plus the licensor's no objection is what survives officer scrutiny.
If the relationship fails, where the claim lands depends on what it is worth. In Maharashtra the pecuniary value specified under the Commercial Courts Act is fifty lakh rupees, so the commercial track opens far higher here than the figure quoted on national pages. Below that value a claim is filed in the ordinary civil court at Pune. Which Pune court hears it then turns on the amount. A specified value claim of ₹1 crore or less sits before the senior most Civil Judge, Senior Division at the district headquarters. Anything larger goes to District Judge-2 there. Appeals from the smaller of the two are heard by the Commercial Appellate Court, designated in this State as District Judge-1, and sixty days is the window.
