The document that decides a Pune FSSAI file is the proof for the premises where food is made, stored or sold. Business premises in Maharashtra are usually held under a leave and licence agreement, and such an agreement is compulsorily registrable under section 55 of the Maharashtra Rent Control Act 1999. So the registered agreement and the licensor's no objection are the first two papers we ask for, ahead of the menu and the turnover figure. That address then settles three further questions: which food authority division reviews you, which local body your premises answer to, and whether a second licence sits beside the food one.
What has to be settled before you apply?
Three things, and the application form is none of them.
The first is the licence class. Turnover up to ₹12 lakh a year takes a Basic Registration. Between ₹12 lakh and ₹20 crore it becomes a State licence. Above ₹20 crore, or the day you start importing or running units in more than one state, it moves to a Central licence issued by FSSAI itself.
The second is how many premises you are licensing. The licence attaches to a place, so a Kothrud outlet and a Wakad cloud kitchen are two files and two fees, not one.
The third is your food category list. Dairy, meat, packaged water and ready to eat snacks sit in different places on FoSCoS, and the categories you tick decide what an inspector looks at later. Fixing a wrong category after issue is slower than getting it right at filing.
Who in Pune actually needs an FSSAI number, and who does not?
The Act reaches the business that manufactures, stores, distributes or sells food. It does not reach every office with a kettle, and that line saves some Pune readers a filing they were about to pay for.
- A Shivajinagar coaching and edtech operator running a hostel mess or a snack counter is a food business operator and files like any restaurant.
- A Koregaon Park cafe, a Chakan canteen contractor and a Hinjawadi cloud kitchen each hold a licence for their own premises.
- A Kothrud architecture, design or CA practice with a staff pantry sells nothing to anybody, so no FSSAI number is due and no one should sell it one.
- A packaged food retailer needs the number before an aggregator will list the store, because the platform asks for the 14 digit number at onboarding.
The correction runs the other way too. Selling only sealed packaged goods is still selling food, so a Pune retailer who has never cooked anything is inside the Act.
Which authority issues it, and does your address answer to PMC or PCMC?
FDA Maharashtra is the state food authority, organised into a headquarters and seven field divisions, one of which is the Pune Division, headed by a Joint Commissioner (Regional), Pune. A Pune food business deals with the Pune Division rather than the Mumbai headquarters. Applications go on FSSAI's FoSCoS portal; registrations and State licences are state administered and Central licences go to FSSAI.
That is the food side. The premises side is a separate door, and in Pune there are four of them. A business answers to PMC if the premises are inside Pune Municipal Corporation limits, to PCMC if inside Pimpri Chinchwad Municipal Corporation limits, and to the Cantonment Board if the address sits inside Camp, Khadki or Dehu Road. Outside those corporation and cantonment limits, PMRDA carries the planning and building side across the wider metropolitan region. We settle which body owns your address before we advise anything.
What that looks like on the ground is a short walk. A restaurant in Camp is licensed by the Cantonment Board under section 277 of the Cantonments Act 2006, an Act of Parliament administered through the Ministry of Defence. The same restaurant a few hundred metres away in Koregaon Park is inside PMC and licensed by the Municipal Commissioner under section 376 of the Maharashtra Municipal Corporations Act 1949. Two addresses, two statutes, two authorities, two validity rules and two portals. Schedule D lists keeping of eating houses in Chapter XVIII as a trade in its own right. A Pune restaurant is therefore one of the few businesses that genuinely carries a municipal licence beside the food one.
What does the licence cost, and what paperwork goes with it?
Our filing fee starts at ₹999 for a Basic Registration, and we quote a fixed figure for a State or Central licence once we have seen the turnover and the category list. The government fee is set by the class and by the number of years you ask for, and it is paid inside FoSCoS. None of it is negotiable, so the money question is really a class question.

The FSSAI papers themselves are ordinary until you reach the premises line:
- Photo identity and a passport size photograph of the applicant or the authorised signatory.
- The registered leave and licence agreement or ownership proof, with the licensor's no objection.
- Constitution proof, meaning the partnership deed, the certificate of incorporation or a proprietor's declaration.
- The product and category list, plus a premises layout and a water test report where the class calls for them.

How long does the licence stay valid, and what does renewal need?
An FSSAI registration or licence runs for the period you choose at application, between 1 and 5 years, and the renewal falls due before the existing one expires. A lapsed licence leaves you where a business that never applied sits, so the date matters more than the paperwork does.
Two Pune premises can renew on completely different clocks. A cantonment licence is valid until the end of the year in which it is issued, so one issued in November expires that December. A PMC or PCMC licence carries its period and its renewal date on the face of the document, and we read yours before advising on renewal. Applying by that date protects the business, because section 386 lets an applicant who applied on time act as if the licence has been renewed pending orders.
Two further dates belong on the same calendar. A Shops and Establishments certificate is capped at ten years, with renewal applied for online not less than thirty days before expiry. And where the building falls inside the fire Act's Schedule, a compliance certificate from a Licensed Agency is followed by a maintenance certificate twice a year, in January and July.
