A Pune GST application that reaches the officer without a registered leave and licence agreement usually comes back as a query on the principal place of business. Nothing moves until you answer it. That query is the single commonest reason a Pune registration stalls, because so many businesses here work out of premises they hold on licence rather than own. Maharashtra makes a leave and licence agreement compulsorily registrable under section 55 of the Maharashtra Rent Control Act 1999, so an unregistered one is worth very little to a GST officer. Register the agreement, attach the licensor's no objection, and the same file clears on the first pass.
Does GST registration actually apply to your Pune business?
Turnover is the first test and it is a national one. A supplier of goods registers once annual turnover crosses ₹40 lakh. For a supplier of services the figure is ₹20 lakh. Below those lines registration is a choice, and a good many small Pune traders sit below them quite legally.
Turnover is not the only trigger. These businesses register whatever they turn over:
- a Chakan unit dispatching goods to a buyer in another state, because supply across a state border carries compulsory registration
- anyone selling through an online marketplace that collects tax at source on the payout
- a business liable to pay tax under reverse charge on what it buys in
- a temporary stall or exhibition counter, which registers before it opens for trade
A fourth group registers by choice and has no real choice. A Kharadi or Hinjawadi services firm billing large companies is usually told to produce a GSTIN before the first purchase order is raised. What goes wrong when a Pune business gets this wrong?
Three failures repeat. The first is the premises proof: an unregistered agreement, or one signed in a director's own name while the application carries the company's. The second is an address outside the city filed as though it were inside it. Pune city registers its documents through the Haveli series of joint sub registrar offices, numbered 1 to 27. A Chakan or Talegaon property does not register at a Haveli office at all, because Pune Rural runs its own 22 offices. Register the agreement in the wrong place and it has to be done again before the tax file can move.
The third is trading first and registering later. Until the GSTIN is live you cannot charge GST on an invoice, and your buyer cannot claim credit for tax you never charged. A tier one buyer at Chakan will hold that invoice rather than pay it. Every month spent outside the system is a month of input tax credit on machinery, material and rent that nobody gets to claim.
Which dates and slabs govern the registration?
Two clocks run together here, and it is the second one that catches new registrants.

Return dates then follow the frequency you are placed on, monthly or quarterly, and we fix that calendar with you at handover. PTRC return dates moved forward by fifteen days in 2026, and that change left the 31 March date for PTEC alone.
How does the Maharashtra layer of GST work?
Every Maharashtra GSTIN, Pune included, opens with state code 27. The application itself is national and goes in on gst.gov.in. What is local is who reads it.
Each Pune application is allotted to one of two authorities. It goes either to a Maharashtra state GST officer, under the Maharashtra Goods and Services Tax Department at mahagst.gov.in, or to a Central GST officer in the Pune zone. On the state side there are six nodal divisions here: East, West, North, South, South East and North West. No station in the state apart from Mumbai carries more. Two zones sit above them, each under an Additional Commissioner of State Tax, with two audit divisions alongside. Allotment runs by pincode, so two firms four kilometres apart can answer to different divisions and different officers.
The central side splits the district in two. Pune is served by the Pune-I and Pune-II commissionerates under the Chief Commissioner of Central Tax, Pune. That split runs by taluka, and inside Haveli taluka, which contains the city, it runs by pincode. Which of the two catches you depends on that pincode, and we check it against the current notification before we file.
A GSTIN also brings a state bill with it. A person registered under the Maharashtra GST Act is a listed class for profession tax enrolment, so PTEC follows at ₹2,500 a year, payable on or before 31 March, with no return to file. PTRC is a separate certificate and arrives only with payroll, as the employer's authority to deduct profession tax from salaries at ₹200 a month and ₹300 in February. Only six places in the state have a dedicated Profession Tax Office and Pune is one of them, which matters for a hearing or a cancellation rather than for the filing.
What does it cost, and what paperwork does it take?

The paperwork is short and unforgiving:
- PAN, for the business and for each proprietor, partner or director
- proof of constitution, meaning the incorporation certificate, the LLP agreement or the partnership deed
- principal place of business proof, which in this city usually means that registered leave and licence agreement with the licensor's no objection
- a bank account in the name of the business, evidenced by a statement or a cancelled cheque
- photograph, identity proof and a signed authorisation for whoever will act as authorised signatory
One detail decides more Pune files than any other. The address on the agreement, the address on the application and the address on the electricity bill have to be the same address, written the same way. A Baner or Aundh building whose wing letter and plot number appear three different ways is a query waiting to be raised.

- a consultancy at Kothrud that crossed ₹20 lakh mid year and now has 30 days to apply
