MSME registration is an enterprise registration, so it follows what a business does rather than what it is called. A machining unit in Bhosari that exports, a components supplier at Chakan and a three person analytics firm in Kothrud all qualify, because Udyam covers manufacturers and service providers on the same terms. A public trust in Camp that only receives donations and runs a programme sits outside it, unless the trust also carries on a trading or service activity of its own. Draw that line first. What has to be settled before you file for Udyam in Pune?
Four things, and the form is none of them.
- Which entity holds it, because the record attaches to one PAN, and a proprietor, a firm, an LLP and a company are four separate applicants.
- What the enterprise actually does, written as an activity code, because a wrong code follows you into every tender file and every bank form afterwards.
- Your investment in plant, machinery or equipment and your turnover, since the micro, small and medium limits are read together and we check the limits in force on your filing date.
- Where the premises sit, because a PCMC address, a PMC address and a MIDC notified area each bring a different set of local approvals.
Settle those four and the filing itself is short. Miss the second and the correction costs a Pune unit more than the original application did.
Who in Pune actually needs MSME registration, and who does not?
The certificate is not permission to trade. Nothing stops a Pune business from selling, invoicing or hiring without one. What it does is open doors that stay shut otherwise, and some readers here should walk past it.
- A Bhosari engineering and machining unit that exports uses the number when it asks a bank for a working capital limit and when it files for benefits through DGFT's Regional Authority at Pune.
- A Chakan auto component supplier needs it before a tender reserved for micro and small enterprises opens, not while the bid window is running.
- A Hinjawadi software services firm can hold a Udyam number without owning a single machine, and usually wants it for scheme eligibility rather than for credit.
- A Talegaon warehousing operator takes one when it looks at Maharashtra's Logistics Park Policy 2024, and we check which scheme is in force on the date you apply.
- A public trust in Camp that only receives donations and runs a programme is not an enterprise, and nobody should sell it a Udyam registration.
Where that Camp trust runs a production or service activity of its own, the activity can be registered on its own footing.
Which office issues it, and does your Pune address answer to PMC or PCMC?
Udyam is a central registration under the Ministry of MSME, so no municipal counter grants it and there is nothing to visit. The Branch MSME-DFO at Pune is the field office of the Development Commissioner (MSME) for this area, while Maharashtra's full MSME-DFOs are at Mumbai and Nagpur. Most competitor pages copy that line wrong. What your address genuinely decides is the rest of the stack around the certificate.
Inside Pune Municipal Corporation limits the local body is PMC, and inside Pimpri Chinchwad Municipal Corporation limits it is PCMC. Chakan, Talegaon, Hinjawadi and Ranjangaon sit on neither corporation's published area list, because MIDC notified all four as industrial areas. A premises at Camp, Khadki or Dehu Road is cantonment territory served by that board, and we confirm the body from the address.
It matters because the trade licence under section 376 of the Maharashtra Municipal Corporations Act 1949, read with Chapter XVIII of Schedule D, is a closed list of articles, animals and named trades. An office, an IT services company or a consultancy is nowhere on that list and needs no trade licence at all. A workplace running on power is a separate question. Section 313 requires the Commissioner's previous written permission before such a workplace is established or enlarged. A proviso added in 2015 removes that requirement inside an area notified by MIDC within the corporation's jurisdiction.
Maharashtra raised the Shops Act registration threshold to twenty workers with effect from 1 October 2025, and below that an establishment files an intimation instead of taking a registration certificate. Because the change arrived by ordinance, we confirm the position that applies on the day we file for you. That filing goes online to the Facilitator of the local area under the state Labour Department, and never to a corporation counter.
