The document that decides a Pune pathology lab application is the proof of premises. Most labs here open on leased space. In Maharashtra a leave and licence agreement is compulsorily registrable under section 55 of the Maharashtra Rent Control Act 1999, with the registration obligation on the landlord. An unregistered agreement stalls everything downstream. The health registration, the GST application and the waste authorisation all want the same address proved the same way. Which structure or approval do you have to settle first?
The owning entity decides which office reviews your file afterwards, so it is settled before any health application goes in.
- A proprietorship carries no registrar at all, and the establishment filing under the Shops and Establishments Act is the only registration the lab itself takes.
- A partnership firm registers with the Deputy Registrar of Firms at Pune, one of only four submission centres in the state, covering Pune, Satara, Sangli, Kolhapur, Solapur and Ahilyanagar.
- A private limited company or an LLP files with ROC Pune, which predates the February 2026 restructuring and continues under its existing establishment.
- A charitable diagnostic centre is a public trust, and its registration is compulsory, with the application going to the Deputy or Assistant Charity Commissioner of the region within three months of the trust being created.
One correction worth making early. A society formed for a charitable purpose is also a public trust in this state, so a Pune NGO running a subsidised lab carries dual registration, with the Registrar of Societies and with the Charity Commissioner's organisation. A society that stops at the 1860 Act registration is incomplete here.
What documents does a Pune applicant have to put together?
Gather these before the first application, because a half assembled file is what turns a three week job into a three month one.
- The registered leave and licence agreement, or the ownership document, together with the licensor's written no objection to the premises being used as a laboratory.
- Qualification certificates for the lab in charge, with the State Medical Council registration that the health authority checks against them.
- An equipment list and a layout showing the collection area, the processing zone and where clinical waste is held before pickup.
- Identity and address proof for every owner, partner, director or trustee, matched exactly to the entity's own record.
- A signed tie up with an authorised common biomedical waste treatment facility, which the pollution board authorisation rests on.
- Fire safety papers where the building occupancy falls inside the classification the state fire safety Act lists, hospitals and nursing homes among those classes.
What does pathology lab registration cost in Pune?

Two lines there are worth reading twice. The establishment filing carries no prescribed fee, because rule 4 of the 2018 Rules says in terms that none is prescribed and only service charges are payable. And ₹2,500 is a per person ceiling, so each director carries a separate enrolment.
In what order do the lab approvals have to go in?

- We lodge the health registration, the waste authorisation and the establishment filing together, so one slow approval does not hold the other two.
- We hand over the certificates with a renewal calendar, because an establishment certificate is capped at ten years and its renewal is applied for at least thirty days before expiry.
Which office receives the application, and where does the lab sit afterwards?
Nothing here is filed at a counter. What is local is the office that reviews the file and the office that later hears a query on it.
- ROC Pune takes a company or an LLP. Nothing moved here in February 2026. That restructuring listed districts for the other Maharashtra registrars only and passed this office over, so a lab company stays exactly where it was. We confirm the registrar for your address before filing.
- The Deputy Registrar of Firms at Pune takes a partnership, online only, in Form A, with a change of firm name or principal place of business filed in Form B within ninety days.
- The Public Trusts Registration Office at Pune takes a trust through charity.maharashtra.gov.in, and a later change in trustees or in property goes in as a change report within ninety days.
- The Facilitator of the local area takes the establishment filing on the Labour Department's Labour Management System, and issues the certificate online with a Labour Identification Number on it.
Premises licensing is the one answer that turns on the address rather than on the entity. A laboratory inside Pune Municipal Corporation limits deals with PMC, one inside Pimpri Chinchwad limits deals with PCMC, and parts of Camp, Khadki and Dehu Road are cantonment areas where the body is the Cantonment Board. We confirm from the address which of them applies.
What does a new Pune lab owe in its first months?
The state layer arrives faster than most owners expect, and it does not wait for the first patient.
- PTEC is the entity's own enrolment. A company, an LLP or a person registered under the state GST Act carries it at ₹2,500 a year under its own Schedule I entry. That falls due on or before 31 March of the year, and there is no return to file.
- PTRC is the separate employer certificate. It authorises the laboratory to deduct profession tax from staff salaries, ₹200 for each month and ₹300 for February. Any woman drawing ₹25,000 a month or under is exempt from that deduction.
- These are two certificates carrying two separate liabilities, and the application for either goes in within thirty days of becoming liable. A company incorporated under the Companies Act 2013 takes both at the time of its incorporation.
- ESI reaches an establishment at ten or more persons other than a seasonal factory. Provident fund coverage starts at twenty employees, and phlebotomists and drivers count.
- The city has four EPFO regional offices, at Pune Cantonment, Akurdi, Hinjawadi and Viman Nagar, and the ESIC Sub Regional Office at Pune covers five districts including this one.
