Can a Pune nonprofit take CSR money and government grants without setting up a trust? Yes. A Section 8 company is incorporated under central company law on the MCA portal, and the file is reviewed by ROC Pune, which MCA lists as its own registrar under Western Region Directorate 2. Registration starts at ₹2,999 and runs 15 to 20 days. The rest of this page is the local half of the job. Which structure do you have to settle before you file anything?
This is not a preference. In Maharashtra the structure decides how many registers you answer to for the life of the organisation, and moving later is expensive.
Registration of a public trust is compulsory under section 18 of the Maharashtra Public Trusts Act 1950, and the application goes to the Deputy or Assistant Charity Commissioner of the region, within three months of the trust's creation.
Founders misjudge the society route more often than any other. Read section 2(13) and you find a public trust defined to take in any society formed under the Societies Registration Act 1860. For a charitable society in this city that means two registers running at once, one kept by the Registrar of Societies and one by the Charity Commissioner. Both offices report into the Law and Judiciary Department, so the assumption that a single filing settles everything is an easy one to make.
A Section 8 company is built on the other side of that line. Its register is the MCA's, its reviewer is ROC Pune, its annual returns are AOC-4 and MGT-7, and its CIN carries the state code MH. What paperwork does a Pune applicant put together first?
Documents decide the timeline far more than the portal does. Before we open a name reservation we want five things.
- PAN and Aadhaar for every proposed director and subscriber, with the names spelled identically on both
- A photograph, an email address and a mobile number for each of them, for the digital signatures
- Proof for the registered office, meaning the owner's no objection letter together with a recent utility bill
- Draft objects, written narrowly enough to satisfy the licence and widely enough to hold your actual programmes
- A note of who signs as first director and who subscribes to the memorandum
The registered office line is where applications from this city actually stall. Most offices here sit on a leave and licence agreement, and those are compulsorily registrable in Maharashtra under section 55 of the Maharashtra Rent Control Act 1999, with the registration obligation on the landlord. An unregistered agreement is a weak address proof. Pune city registers documents through the Haveli series of sub registrar offices, numbered Haveli No. 1 to Haveli No. 27, and Pune Rural has its own 22 offices, so a Talegaon or Ranjangaon address does not register at a Haveli office. The agreement can be registered online through IGR Maharashtra's e-registration.

We do not quote a stamp figure before we see the file. Schedule I to the Maharashtra Stamp Act 1958 was amended in 2025. If a leave and licence agreement has to be executed for the office, the duty is computed against the current schedule and paid through GRAS, the state's electronic receipt system.

Which office receives the application, and where does the company sit afterwards?
ROC Pune is the registrar for Pune and the districts around it. The February 2026 restructuring named districts only for ROC Mumbai-I, ROC Mumbai-II and ROC Nagpur; it left ROC Pune untouched, so a company here stays with ROC Pune exactly as before. We confirm the registrar for your specific address before filing, because jurisdiction follows the registered office.
Above the registrar sits the Regional Director, Western Region Directorate II, headquartered at Navi Mumbai. A later move of the registered office out of the registrar's area needs Regional Director confirmation on Form INC-23, and we confirm which directorate the application goes to before filing.
The filing itself is national. The portal is MCA's, no office visit is needed, and what is genuinely local is the reviewing office, the state code in the CIN, and the follow on state registrations.
What does a new Pune company owe in its first six months?
Incorporation is the cheap part. The state attaches a stack to it, and the clocks start at the certificate.
Section 5(3A) requires a company incorporated under the Companies Act 2013 after the 2020 amendment to obtain the certificate of enrolment and the certificate of registration at the time of its incorporation. In practice that is PTEC for the company itself. Schedule I gives the company an entry of its own at ₹2,500 a year, and that falls due on or before 31 March. PTRC is the second one, the employer's authority to deduct profession tax from salaries and deposit it. Both run on mahagst.gov.in. Only six locations in Maharashtra have a dedicated Profession Tax Office and this is one of them, which matters for a notice or a hearing rather than for the filing.
Shops and Establishments runs on a separate track, to the state Labour Department. You apply online to the Facilitator for the local area within sixty days of the establishment commencing business, and the certificate comes back online carrying a Labour Identification Number. From 1 October 2025 the Maharashtra threshold for registration stands at twenty workers, and a smaller establishment gives an intimation in place of a registration. Whichever rule is live on your filing date is the one we work to.
Payroll pulls in two more offices. There are four EPFO regional offices in this district, at Pune Cantonment, Akurdi, Hinjawadi and Viman Nagar, and your establishment is allotted to one of them. The ESIC Sub Regional Office at Pune covers Pune, Solapur, Satara, Kolhapur and Sangli districts. Once staff are on the rolls, a small half yearly contribution to the Maharashtra Labour Welfare Fund falls due as well. Those dates go onto your compliance calendar beside the auditor appointment and the AOC-4 and MGT-7 filings.
