When a Pune corporation decides your trade is licensable, the first thing that reaches you is paper. Section 376(2) of the Maharashtra Municipal Corporations Act 1949 deems a trader to know his trade is objectionable only after a written notice signed by the Municipal Commissioner has been served on him or fixed to the premises. From that day the business is exposed to the corporation's enforcement powers until it applies. The cure is dull work done early: read the schedule, pick the right body for the address, and diary the renewal date.
What has to be settled before you apply?
The first decision is not which form to fill. It is whether the activity is on the schedule at all, because the licensing power here is a list rather than a general rule.
Three answers settle the whole file.
- What do you keep on the premises, and how much of it? Chapter XVIII of Schedule D licenses some articles only above a stated quantity or when kept for sale, so a storeroom can pull an otherwise ordinary shop in.
- What trade do you actually carry on? The schedule names trades one by one, from keeping of eating houses and sweetmeat shops to hair dressing saloons, tanning, dyeing, electro plating and the making of ice, soap, rubber goods and aerated water.
- Where does the premises sit? The address decides the licensing body, not the company name and not the registered office.
Settle those three and the rest is clerical. Get them wrong and you spend three weeks applying to a body that cannot issue what you asked for.
Who in Pune needs one, and who is being sold one they do not need?
Chapter XVIII is a closed list of articles, animals and named trades. Read it honestly and a large part of working Pune drops out of it.
- A coaching and test prep operator in Shivajinagar, running classrooms and a back office, appears nowhere in the chapter, so no section 376 licence is due and nobody should sell one.
- A restaurant or cafe in Koregaon Park is the opposite case. Keeping of eating houses is a named trade in Part IV, so the licence is genuinely owed, alongside the FSSAI filing on FoSCoS.
- A barber shop or a salon in Kothrud is on the same named list, and PMC runs a salon and beauty parlour service in its Health Department series.
- An IT services company, a consultancy, a design studio, a coworking floor or a shop selling goods the schedule never mentions sits outside the section entirely.
Two cautions belong with that. The list is not frozen, because section 454 lets the corporation add to Schedule D, and when a village area comes into the larger urban area the corporation's licences apply there from the date of inclusion. The discretionary limb can also reach a trade the Commissioner considers a nuisance, but only once the written notice exists.
None of this touches the Gumasta. Registration under the Maharashtra Shops and Establishments (Regulation of Employment and Conditions of Service) Act, 2017 is a state Labour Department filing, made online to the Facilitator of the local area. The Shivajinagar classroom owes that one just as much as the Koregaon Park kitchen does.
Does your address answer to PMC, PCMC or a cantonment board?
Four answers are possible around Pune and the premises picks one of them.
Inside Pune Municipal Corporation limits the licence comes from the Municipal Commissioner. Inside Pimpri Chinchwad Municipal Corporation limits it comes from that Commissioner under the identical sections, so Bhosari, Wakad and Chinchwad are read exactly as Kothrud and Hadapsar are. Camp, Khadki and Dehu Road are cantonment areas, where the body is the Cantonment Board under section 277 of the Cantonments Act 2006, a central Act run through the Ministry of Defence. The same kitchen is therefore a different filing on two sides of one road.
The civil areas of the Pune and Khadki cantonments have been approved for merger into PMC, and the body will change when that transfer is notified. Until then the boards are still licensing.
Hinjawadi, Chakan and Talegaon are MIDC notified areas that appear in neither corporation's published area list. Outside the corporations and the cantonments the local body is a municipal council or a gram panchayat and the permissions differ, so we check the body for your address before advising.
What does it cost, and what paperwork does the application take?
No rupee figure for the municipal side exists in the Act, and a page that prints one is inventing it. Section 386(2) leaves the fee to the Municipal Commissioner with the Corporation's sanction. Section 277(4) has a Cantonment Board fix its fees keeping in view the fees levied in a municipality in the State, so a Camp charge is benchmarked to the corporation next door.

Documents follow the class of licence rather than one universal checklist, so we confirm the current filing requirements before you apply. The Shops Act side costs nothing at the counter: rule 4 of the 2018 Rules says in terms that no fee is prescribed, and only electronic transaction or service charges are payable.

How long does the licence run, and what does renewal need?
Nothing in this area lasts forever, and any claim that a Pune registration is permanent should be treated as a warning about the adviser.
Section 386(1) requires every licence and written permission to carry two things on its face: the period it runs for, and the date by which renewal must be applied for. The proviso is the line worth remembering. Apply by that date and you are entitled to act as if it has been renewed, pending the receipt of orders, so a timely application keeps the shutter up while the file sits with the corporation. We read your own document instead of quoting a cycle at you, because the Act fixes no standard term.
A cantonment licence runs on a different clock. Section 277(2) makes it valid until the end of the year in which it is issued, so a Camp licence granted in November expires that December. Penalties under the Cantonments Act were decriminalised with effect from 22 May 2026, punishable with fine giving way to liable to penalty.
The Shops Act certificate is separate again. It runs for the period the applicant asks for, capped at ten years. Renewal is applied for online at least thirty days before expiry. A late application inside thirty days after expiry carries an additional fee equal to half the renewal fee. Maharashtra raised that registration threshold to twenty workers with effect from 1 October 2025, and below it an establishment files an intimation instead of taking a registration certificate. The change came in by ordinance, so we confirm the position that applies on the day we file for you.
