Do you need PF and ESI compliance in Kolkata?
The thresholds decide it, and they apply in West Bengal exactly as they do nationally:
- ESI: 10 or more employees, covering staff earning up to the wage ceiling
- EPF: 20 or more employees, covering staff on basic wages within the scheme
- Contract and daily wage workers count towards both thresholds, and the principal employer carries the responsibility if a contractor defaults
A Burrabazar wholesaler with 12 staff is inside ESI and outside EPF. A Bantala leather exporter that scales to 40 workers for the export season is inside both, and the registration is due in the month the headcount crossed, not at year end.
How does PF and ESI compliance work for a Kolkata business?
One monthly loop, repeated twelve times:
- Payroll closes and the contribution base is fixed: basic wages for EPF, gross wages for ESI.
- Joiners are added with a UAN and an ESI number; leavers are marked with their exit date.
- The ECR file for EPFO and the ESI contribution file are prepared by the 10th.
- Challans are generated, you pay them, and the returns are filed once payment reflects, all before the 15th.
- Employee queries, transfers, withdrawals and KYC are handled through the month.
At year end the annual return is reconciled with payroll and Form 24Q, so a Kolkata inspector who asks for three years of records gets a set that agrees with itself.
Who are your PF and ESI authorities in Kolkata?
EPFO for provident fund and ESIC for employee state insurance, each with a regional office in Kolkata. Employers interact with both through their portals; the Shram Suvidha portal handles registration and EPFO filings, and the ESIC portal handles insurance registration and returns. How do Kolkata employers fall behind on PF and ESI?
Three patterns account for most of the cases we untangle. A seasonal business in Bantala or Howrah crosses 20 workers for four months, treats it as temporary and never registers. A Burrabazar trading house counts only salaried staff and forgets that contract workers count towards the threshold.
